How does one redeem the $1 earned from the Test Drive Ad Pack?

You can request a withdrawal when your account balance reaches $10 - so you will probably have to buy some more Ad Packs.

Does this indicate then, that it can only be withdrawn and is not available to be used to purchase Ad Packs?

Yes, you can use it to buy a new Ad Pack, but you'll have to earn another $9 in order to have enough to buy a $10 Ad Pack.

I had $10-60 including the Test Drive $1 in my Ad Pack account. When I attempted to purchase 1 $10 Ad Pack I was told I couldn't
as there was only $9-60 in my account.

You will need to add another $0.40 to your account so you can buy an Ad Pack with Deposited Funds.

You cannot combine balances to make a purchase - each balance is kept separate, and for a particular reason - so that the compensation plan works properly.
